At that time, state investigators cited Bay Breeze Health and Rehabilitation Center for failing to meet the guidelines set forth under the Nursing Home Reform Act of 1987 signed into law by President Ronald Reagan, as well as Florida’s Administrative Code. Those citations of deficiencies against Bay Breeze Health and Rehabilitation Center included:
F 281 Failing to provide services to residents that meet professional standards of quality.
F 309 Failing to provide the necessary care and services to attain the highest practicable well-being of residents.
N 054 Failing to follow physicians’ orders on behalf of residents.
N 201 Failing to provide residents with access to adequate and appropriate healthcare.
