Windsor of Venice is a for-profit 94-bed ALF located at 1600 Center Road, Venice, Florida 34292. It is managed by Legend Senior Living, LLC, a company headquartered in Wichita, Kansas.
Complaints regarding the alleged failure to provide proper care and treatment to a resident were made to the Florida Agency for Health Care Administration. This triggered an unannounced investigation at the ALF.
Windsor of Venice complaints investigated result in violations cited and State of Florida administrative lawsuit filed against ALF in 2025

Florida officials conducted interviews and reviewed resident records upon arrival at the facility as part of their investigation into the complaints received.
The investigation at Windsor of Venice resulted in the State of Florida citing the ALF with three deficiencies. A deficiency represents the failure to comply with Florida law.
Those defiencies found and cited by the Agency include: 1) the failure to provide proper resident care and supervision, 2) the failure to provide proper resident care and arrange for appropriate medical intervention and evaluation by a physician when necessary, and 3) the failure to meet minimum required food service and dietary standards.

Following the inspection, the Florida Agency for Health Care Administration filed an administrative complaint, a type of governmental lawsuit, against Windsor of Venice and the company that holds the license to operate this facility.
The lawsuit brought by the Agency resulted in the imposition of a $5,000.00 fine against Windsor of Venice in 2025 based on the fact that one of the deficiencies was deemed to be a Class II violation. This begs the question: Is a $5,000.00 fine enough to discourage future misconduct by an ALF when that amount likely equates to a mere one month’s charge for a single resident?
